A local community facility is considered essential
Additional uses could fund community services
Local support exists for commercial office space
Commercial housing would be restrained by the council site
Affordable housing is required in the local area
Council services be located with community facilities
Funding pots exist for the development of a community centre
Alternative sites exist for community uses and housing
Opportunity exists to produce an exemplar sustainable building
Opportunity exists to enhance the Conservation Area with a new building
